Foreign citizens and stateless persons have the right to get higher education at the expense of budgetary provisions according to the international treaties of the Russian Federation, Federal Laws or established quota for education of foreign citizens and stateless persons by the Government of the Russian Federation (hereafter - quota for education of foreign citizens), and also at the expense of natural persons and legal entities in accordance with the agreements on rendering educational services.
Matriculation of foreign citizens and stateless persons within the education quota for foreign citizens is carried out in compliance with the assignments, issued by the Ministry of Education and Science of the Russian Federation and is confirmed by the separate order (orders) of the organization. Foreign citizens and stateless persons who are compatriots living abroad, have the right to get the higher education on a par with citizens of the Russian Federation on condition that they comply with the requirements provided by article 17 of the Federal Law of the 17th of May, 1999 N 99-Federal Law “On the State Policies of the Russian Federation with Regard to Compatriots Abroad” (hereafter – the Federal Law N 99-ФЗ).
Compatriots, who are participants in the National Programme on support of voluntary resettlement of compatriots living abroad to the Russian Federation, approved by the Decree of the President of the Russian Federation of the 22th of June year 2006 N 637 (hereafter - National Programme) and members of their families have the right to get higher education according to the National Programme.
While submitting documents for entering higher educational institution a foreign citizen or stateless person specifies in his/her application for admission the requisites of his identification document or of the document identifying him/her as a foreign citizen in the Russian Federation or as a stateless person in the Russian Federation according to Article 10 of the Federal Law of the 25th July, 2002 N 115 ? Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” (hereafter - identity document of a foreign citizen) and submits an identity document, document certifying the nationality or an identity document of a foreign citizen in the original or its copy according to the subparagraph “a” of the Paragraph 56 of the Rules. A compatriot states in his/her application for admission to the higher educational institution the information related to the entrance according to the Article 17 of the Federal Law N 99 – Federal Law or in accordance with the National Programme. While entering the higher educational institution according to Article 17 of Federal Law N 99 – Federal Law the compatriot submits original documents or their copies provided for by Article 17 of Federal Law N99 – Federal Law in addition to the documents listed in Paragraph 56 of the Rules. The surname, forename and patronymic of the applicant (if available), stated in translations of submitted documents must agree with the surname, forename and patronymic of the applicant (if available), stated in the entrance visa. Admission of the foreign citizens or stateless persons to be taught according to education programs, which contain National Security Information is realized within only the quota for education of foreign citizens, in compliance with the requirements set forth by Russian legislation on the National Security Information.
